New holders are created by a hardware enrolment, not by a purchase

The project's premise is proving that an account belongs to a distinct human, done by scanning an iris with a dedicated device and issuing a credential. Tokens are granted to people who enrol. That makes the growth of the holder base a logistics and hardware problem rather than a marketing one, and it is the clearest difference between this asset and almost every other token with a live perpetual.

Several data protection authorities have suspended the enrolment, and that is a supply question

Biometric collection sits under strict law in many places, and regulators in a number of countries have halted or restricted the scanning at different times. Each halt pauses distribution in that market. Anyone reading the chart above should know that an unusual move can come from a regulatory notice rather than from anything that happened in a market.

The float is a small part of the stated supply

A large majority of the maximum supply is reserved for future grants to users and to the organisations behind the project, released over years. A market capitalisation computed on circulating supply and one computed on total supply are therefore very different numbers, and quotes elsewhere rarely say which they used. The volume figure below is the honest measure of what actually trades.
